21st Century Constitutions

In a nutshell, what if the United States Constitution doesn't address the most common needs and issues of daily survival for the vast majority of people? Does the Constitution address: health, the environment, education and the media, work, land use planning (including transportation and housing), or international affairs outside of defense?

If the answer is no, then what philosophical, ethical, or other framework is used to guide policy making in these regards. Do special interest groups and power politics guide our laws?
